The Sri Lanka Girl Guides Association has the capacity to nurture young female leaders essential for today’s society – Prime Minister

Prime Minister Dr. Harini Amarasuriya emphasized the importance of building female leadership in today’s society, stating that the Sri Lanka Girl Guides Association possesses the ability to fulfill this need.

The Prime Minister made these remarks while addressing the Presidential Girl Guide Awards Ceremony, held at the Temple Trees by the Sri Lanka Girl Guides Association, which is part of the world’s largest voluntary organization for women.

At the ceremony, the Presidential Girl Guide Award, the highest honoring award a Girl Guide can receive, was presented to 301 girl guides, while the Prime Minister’s Girl Guide Award was presented to 23 individuals.

Delivering the keynote address, the Prime Minister stated:

“I am pleased to participate in the ceremony at which the Presidential and Prime Minister’s Awards are being presented by the Sri Lanka Girl Guides Association. Beginning in 1917 at the Girls’ High School in Kandy, this movement has now spread island wide. This initiative sharpens girls from the age of 8 to face various challenges,  building a strong and complete character necessary to lead the nation.

What our country needs is such a strong future generation. The commitment of these award winners as well as the support from their parents, teachers, mentors, and guide leaders, who stood behind their success is commendable.

I speak to you not only as the Prime Minister but also as someone who joined this movement as a little friend in my childhood. The experiences I gained back then have guided me throughout my journey.

This association creates an environment where girls are empowered and where every girl has the opportunity to contribute to shaping the future of the country.

That is exactly what we expect from such movements. Similarly, through the ongoing education reforms implemented by our government, we aim to nurture such children.

And what we aim to achieve through our ongoing educational reform programs is also to bring forth a child into society with leadership qualities and compassion”.

The event was attended by Deputy Minister of Defense Major General Aruna Jayasuriya; Chairperson of the Girl Guides Association Swarnika Pitigala; Chief Commissioner Dr. Kushantha Herath; former chairpersons and former commissioners of the association; officials from the Ministry of Education; commissioners and district commissioners of the Girl Guides Association; Girl Guide leaders; parents; and award recipients.

M/s South Asian Technologies awarded contract to supply vehicle number plates

The Cabinet of Ministers has approved the proposal presented by the Minister of Transport, Highways, and Urban Development to award the contract  for printing and supplying vehicle number plates for the Department of Motor Traffic for a period of five (5) years  to M/s South Asian Technologies  based on the recommendations of the High-Level Standing Procurement Committee and the Procurement Appeal Board.

A new act for National Lotteries Board to be introduced

The National Lotteries board has been established subject to the Finance Act No. 11 of 1963. Having identified the requirement of amending that act which was imposed around 62 years to cater the current requirements of the lottery market, the Cabinet of Mnisters at their meeting held on 14.02.2017 granted approval to draft a new bill for the purpose.

Accordingly, the National Lotteries Board has recognized further amendments to be performed to the fundamental draft bill prepared by the Legal Draftsmen.

Therefore, the Cabinet of Ministers granted approval for the
resolution furnished by the President in his office as the Minister of Finance, Planning and Economic Development to direct the Legal Draftsmen to finalize the formulation of the draft bill for the National Lotteries Board as soon as possible including the proposed new amendments as well.

Motor Vehicles (Driving License Levy) Regulations No. 3 of 2022 to be amended

The Werahara office of the Department of Motor Traffic performs issuance of temporary driving licenses in this country based on the driving licenses issued overseas, and measures have been initiated to render the service from a service window of the Department of Motor Traffic established at the Bandaranayake International Airport from 03.08.2025.

The fees charged for issuing temporary driving licenses have been published in Motor Vehicles (Driving License Levy) Regulations No. 3 of 2022 prepared under the provisions of the Motor Traffic (Authority 203) Act.

But, as the fee of Rupees 2,000/- charged for the service is not sufficient, the requirement of amending the regulations has been recognized.

The regulations for introducing the revised fees have been published in the government extraordinary gazette
notification No. 2463/04 dated 17.11.2025. Therefore, the Cabinet of Ministers granted approval to the resolution furnished by the Minister of Transport, Highways and Urban Development to
submit the regulations to the Parliament for its concurrence.
