ICC Sri Lanka’s third annual arbitration conference explores key legal and trade issues

The International Chamber of Commerce Sri Lanka (ICC Sri Lanka) successfully concluded its third annual Arbitration Conference last week at Colombo’s Galadari Hotel. Marking the centenary of the ICC International Court of Arbitration, the event celebrated a century of advancing global trade and investment through dispute resolution and prevention.

ICC Sri Lanka, a part of the expansive ICC network spanning over 170 countries, orchestrated this year’s conference, a platform for legal experts, practitioners, scholars, and business leaders. The conference’s multifaceted discussions, under the theme “Advantages & Disadvantages of Arbitration and Commercial Mediation in Sri Lanka,” delved into pertinent topics. Notably, the event featured nine distinguished local and international speakers, including Justice Priyantha Jayawardhane PC, who highlighted “Enforcement Settings Aside from Arbitration Awards.”

Reflecting on the conference’s success, ICC Sri Lanka Chairman Anthony Shanil Fernando stated, “The ICC Sri Lanka Arbitration Conference this year was a resounding success, attracting over 180 participants and esteemed speakers from Singapore, Malaysia, India, and beyond.” Notable figures like John Denton, Secretary General of ICC Paris, and Claudia Salomon, President of ICC Court of Arbitration Paris, were among those who addressed the gathering.

Arbitration, a growing alternative dispute resolution method in Sri Lanka’s legal landscape, has gained prominence as the nation aims to establish itself as a regional hub for international business and investment. Amid this pursuit, comprehending the nuances of arbitration’s benefits and challenges is of paramount importance. One of the conference’s panel discussions focused on the Singapore Convention on mediation and the 1958 New York Convention, pivotal frameworks for arbitral awards.

Fernando also highlighted ICC Sri Lanka’s broader role beyond trade facilitation, encompassing responsible business conduct, corporate social responsibility, and sustainable development. Emphasizing ethical business practices, ICC Sri Lanka underscores the importance of responsible operations that consider societal well-being and environmental impact.

The conference featured an esteemed lineup of speakers and panellists, including Justice Priyantha Jayawardena, PC; Vikum de Abrew, PC; Dinal Phillips, PC; Viveka Siriwardena, PC; Dr. Harsha Cabral, PC; Dato Jude Benny; Tejus Chauhan; Anand Mujmudar; Shanil Fernando; K. Murali Pany; Alex Ngu; Anil Changaroth; and numerous local representatives from various sectors. The event culminated with a vote of thanks from Hemakumara Gunasekera, Secretary of ICC Sri Lanka.

M/s South Asian Technologies awarded contract to supply vehicle number plates

The Cabinet of Ministers has approved the proposal presented by the Minister of Transport, Highways, and Urban Development to award the contract  for printing and supplying vehicle number plates for the Department of Motor Traffic for a period of five (5) years  to M/s South Asian Technologies  based on the recommendations of the High-Level Standing Procurement Committee and the Procurement Appeal Board.

A new act for National Lotteries Board to be introduced

The National Lotteries board has been established subject to the Finance Act No. 11 of 1963. Having identified the requirement of amending that act which was imposed around 62 years to cater the current requirements of the lottery market, the Cabinet of Mnisters at their meeting held on 14.02.2017 granted approval to draft a new bill for the purpose.

Accordingly, the National Lotteries Board has recognized further amendments to be performed to the fundamental draft bill prepared by the Legal Draftsmen.

Therefore, the Cabinet of Ministers granted approval for the
resolution furnished by the President in his office as the Minister of Finance, Planning and Economic Development to direct the Legal Draftsmen to finalize the formulation of the draft bill for the National Lotteries Board as soon as possible including the proposed new amendments as well.

Motor Vehicles (Driving License Levy) Regulations No. 3 of 2022 to be amended

The Werahara office of the Department of Motor Traffic performs issuance of temporary driving licenses in this country based on the driving licenses issued overseas, and measures have been initiated to render the service from a service window of the Department of Motor Traffic established at the Bandaranayake International Airport from 03.08.2025.

The fees charged for issuing temporary driving licenses have been published in Motor Vehicles (Driving License Levy) Regulations No. 3 of 2022 prepared under the provisions of the Motor Traffic (Authority 203) Act.

But, as the fee of Rupees 2,000/- charged for the service is not sufficient, the requirement of amending the regulations has been recognized.

The regulations for introducing the revised fees have been published in the government extraordinary gazette
notification No. 2463/04 dated 17.11.2025. Therefore, the Cabinet of Ministers granted approval to the resolution furnished by the Minister of Transport, Highways and Urban Development to
submit the regulations to the Parliament for its concurrence.
