PRDS chasing Red Herrings in the Mannar Sedimentary Basin
Search for offshore oil

The Petroleum Resources Development Secretariat (PRDS) hopes to go for joint study blocks in its next round of bidding in the search of its Hydrocarbon El Dorado. It is also putting up the contentious M2 offshore block in the Mannar Basin for investors to test its commercial potential. PRDS says the block has the capacity to provide our energy requirements for the next 60 years.
The Dorado and Barracuda fields in this basin produced natural gas and condensate from wells drilled by Cairn India in October and November 2011. I was then Adviser on Petroleum Resources Development of Sri Lanka. This was even before one of those that makes this assertion joined the PRDS as its DG on Nov. 5, 2011. He was the adviser to President Mahinda Rajapaksa on oil exploration.
At that time the Secretary of the Petroleum Ministry was in panic mode without a DG for the PRDS. He’d been searching/headhunting without success to find somebody to oversee the Cairn India oil exploration then underway. I advised Mr.Lalith Weeratunge, my boss, to appoint the controversial adviser to the President and put him to the test to establish his expertise claims in oil exploration.

Right now the Minister of Power and Energy says he needs US$554 to import our petroleum requirements for June 2022 and has lined up 12 shipments to meet this demand. In this context, putting the M2 Block of the Mannar Basin for joint study seems poor judgement when the need of the hour is quickly discovering the base for self-reliance in oil. There’s been no proper appraisal, credible data, and indisputable facts at our disposal. This is what we need, not guesstimates.
When we restarted oil exploration phase two in 2001 (when I began working in this field) we had a feasibility study done with USD 365 million given to us by the ADB to find the best site to drill. The Mannar Basin was identified with our Australian adviser who did the study pointing out that just 30 km away, India had successfully found Hydrocarbons in the Cauvery Basin which also extends into a third of our territorial waters. But we went for the Mannar Basin on his advice. Seven ‘wildcats’ were drilled in the first phase of oil exploration between 1967- 1985 but all seven were found dry. After this disappointing spell, the oil exploration the process came to a grinding halt.
The joint study agreed in September 2019 with deep sea experts TOTAL s.a.of France, Equinor of Norway and the PRDS did not materialise. The Airborne Gravity and Magnetic Studies with Bell Geospace signed in August 2019 in not yet in the public domain and the oil exploration map looks like a jigsaw puzzle with about 783 pieces. This is mind boggling.
We are in a pathetic situation with our energy policy caught up in convoluted politics and geopolitics with the Indian Ocean Region (IOR) in the cross hairs. Rudyard Kipling minted the phrase ‘Great Game’. The cold war that was played in the Caspian Sea between the US and the USSR for its oil has now moved to the IOR were this Great Game will be played in our time. It could be the endgame before 2050 when zero emissions target must be reached in accordance with the Paris Convention on Climate Change. By then the world population would have explodes to reach 10 billion living on an environmentally degraded planet.
The weathering of the world’s biggest tectonic mass of the Himalayan Mountains in India and the Tibetan plateau provided the sediment which flows through the rivers Bhramaputra/Ganges reaching the Bengal Delta and finally settles into the Bay of Bengal in the gigantic undersea Bengal Sedimentary Fan. This circles Sri Lanka and flows into the Persian Sea and even reaches the shores of Mozambique, Kenya and elsewhere on the east coast of Africa giving a bonanza of natural gas. It is now the frontier for exploration led by Big Oil in the US. Sri Lanka’s economic future is in the sea.
It was the US which found oil in Saudi Arabia with a concession given to Standard Oil Company of California in the early 1930s; oil was found in 1935 and has been flowing from Dhahran from 1938 to today. Even Israel found offshore gas, discovered by the US company, Noble Energy, not long ago. The US is the number one oil exploration behemoth in the world with its own shale deposits. This will give it global Top Geopolitical position till mid century. China, with the biggest reserves of shale, is unable to develop these assets in the western desserts for lack of water.
It is the reality today that the three big sharks in the IOR are circling Sri Lanka, all eyeing its Hydrocarbon riches. This is the world’s last frontier for oil and gas exploration. India imports 80% of its oil requirements (now cheaply from Russia). China imports about half its requirements from the ME/Africa and the US is importing very little these days. They are fracking their shale rock using high class vertical and horizontal drilling technology.
All three will bait our 783 sprats (halmasso) but a red herrings could be an unwanted distraction. I too am watching eagerly for the day when the bidding round will begin to let my minnow into the fray. It will be an exciting challenge for a country on its knees but huge opportunities also come in adversity.

Behavioural patterns of mosquitoes and their impact on spread of Dengue infection

Sri Lanka is currently experiencing a widespread outbreak of dengue. Dengue is transmitted by mosquitoes of the genus Aedes. In Sri Lanka, Aedes aegypti, a species that thrives in urban areas, and Aedes albopictus, which primarily inhabits semi-urban or rural habitats, are the primary vectors of dengue. Aedes species are also the transmitters of chikungunya infections and yellow fever in South American countries.
One of the major efforts to control the spread of dengue is to limit or eliminate their breeding places. These mosquitoes are generally known as “container breeders” because they prefer small water collections as found in discarded items such as tin cans, coconut shells, plastic cups, open-mouthed bottles, and discarded tyres. Indoor preferential breeding sites are ant traps, flower vases, and small water collections in traps under refrigerators, and small collections in and around bathrooms. The amount of water is not a limiting factor. Sometimes a trace of dampness is sufficient, while overhead water tanks, with a fair amount of water, are not overlooked. These mosquitoes avoid water with dead and decaying organic matter. Hence, the time and effort expended in unblocking blocked drains and such surroundings are less effective, though a healthy measure when it comes to dengue mosquito control. Water collecting in fallen leaves under trees is also not spared. Aedes albopictus prefers tree holes and leaf axils for egg laying.
Aedes mosquitoes are easily identified with the naked eye. Their body colour is generally black with white scales on the body, making distinctive patterns. Aedes aegypti has a lyre-shaped marking on the back of the thorax behind the head, while Aedes albopictus is distinguished by a single white line in the middle of the thorax (see figure).

Both species are active during the day. The activity starts at dawn and lasts until dusk. They remain inactive during the night. However, strong white artificial light is known to activate them. This daytime behaviour puts schoolchildren and people who work outdoors, during the day, at high risk of being bitten. Indoor biting continues during daylight hours.
Only female mosquitoes bite humans and animals for blood meals, while the males subsist on plant juices. This is because the proteins in blood meals are necessary for the maturation of eggs in their ovaries. However, all female mosquitoes are not “equal opportunity feeders”. That means they have their preferences for victims over others. People have often wondered why only some individuals are harassed by mosquitoes while some escape the onslaught. Similarly, it is rare for two or three siblings in a family to have dengue simultaneously.
As mentioned earlier, mosquitoes are not equal-opportunity biters or feeders. They are known to be attracted to the microbiota, or the microorganisms that colonise our skin. Another factor that attracts mosquitoes is the amount of carbon dioxide emitted in the breath. This implies that individuals who engage in physical activities during the day are at a higher risk of being bitten. Pregnant women and alcohol drinkers also fall into this category.
Some studies show that mosquitoes are attracted to certain colours worn by individuals – red, orange, and black being most preferred. Individual body odour has been attributed as an attractant for these mosquitoes, and some point out that the individual genetic constitution is also an important factor. A study published in 2015 found that DNA may account for nearly 67% of mosquito attraction. Involving sets of twins,
Aedes mosquitoes have evolved survival strategies to perpetuate their lines, withstanding adverse environmental conditions. For instance, the ability to lay eggs in small water collections and sometimes require only a trace of moisture or dampness in the breeding site. The other important strategy is known as vertical or transovarial transmission. These mosquitoes can transmit the virus to their eggs so that the new progeny remains already infected. This process is not continuous but wanes off. This is the mechanism that allows many mosquito-borne viruses to persist and maintain the lineage during harsh or adverse climatic conditions or when susceptible vertebrate hosts are not found easily.
The factors that make an individual more attractive to mosquitoes may be at work when we notice that only some in a group are harassed by them, while the others are spared most of the time.
Judging by the pictures we see every day in visual media makes one wonder whether we could ever eradicate Aedes mosquitoes’ breeding sites. The top Aedes mosquito breeding sites have been factory and construction sites, government buildings, prisons, religious places, schools and hospitals… Cleaning programmes should be carried out by each establishment with daily drills supervised by a sanitary officer.
Elimination of breeding sites does not imply the complete elimination of the mosquito from the island but reducing the prevalence of Aedes to an extent that can no longer be a threat.
Apart from control measures, such as treating the sick to eliminate the source of the virus, cleaning premises and public places, destroying and removing containers, such as tin cans, coconut shells, ice cream and yoghurt cups, a massive effort is being carried out by the fogging squads. It should be noted that fogging is a temporary measure and has many disadvantages. The process involves ultra-low-volume spraying of insecticides, like specific organophosphates and synthetic pyrethroids, primary technical malathion and Perguard FG 161, using a fogging machine. Very few indoor fogging of houses and interior fogging of buildings are seen in the mass media every day. Instead, large areas outside premises are shown to be fogged. Fogging only targets adult moving or resting Aedes and does not affect breeding sites. Fogging does not spare other valuable insects such as bees and other pollinators, impacting food production. Certain criteria govern the fogging process. The time of the day (during peak activity of Aedes), weather patterns (wind can blow away the insecticide), use of the correct formula and minimising the effect on the environment. In many instances, only the worker who does the fogging seems to wear a mask. Interior of houses and buildings do not appear to have been subjected to fogging. It is not certain whether people are informed of the process. In fact, several criteria must be followed: 1. Timing of fogging. 2. People must be instructed to have doors and windows open. 3. Dishes of food, fish tanks, and bird cages are to be covered. 4. To stay away from doors and windows while fogging is on. 5. All electrical switches, heating and cooking equipment should be in the off position. 6. All humans and animals should not enter the fogged houses but remain outside for at least 30 minutes after the fogging. 7. Ensure that adults and children do not follow the fogging parties from house to house. It is also important to repeat fogging cycles to target the newly emerging adults from the breeding sites.
There are problems with other methods of control as well. Some dengue-infected people may remain asymptomatic, and those with milder infections may not seek medical intervention as required. This fact leaves a considerable reservoir of the virus in the community for the feeding Aedes. The rush seems to be more oriented to catching and persecuting people who harbour breeding sites rather than educating the public, particularly the teachers, students, parents and even the health workers involved in the control programme. I assume that I have presented a fair description of the behaviour of the Aedes mosquitoes and a few of the control measures used by our Ministry of Health to combat the spreading scourge.
Viral epidemics have a fluctuating pattern, peaking and then declining on their own. Remember the Covid-19 pandemic. However, the alarming spread of dengue must be tackled immediately. The launching of the “Stop Dengue Now” programme is timely and commendable. This programme was officially launched a few days back. The programme is to be implemented by the Ministry of Health, mass media, and the private sector and media partners to support the national response to the ongoing dengue epidemic.

El Niño and cloud seeding

Meteorologists have declared that the weather phenomenon known as ‘El Niño’ is upon us. Monsoon rains are anticipated to fail, and farmers will face untold hardship. No water will be available for hydroelectric power, and if the forecasts are correct and the situation continues, soon there will be regular power supply interruptions. In short, the country will be facing a potential crisis.
Which leads me to wonder whether our officials have considered the practice of seeding the clouds. The process called ‘cloud seeding’ can enhance potential rain clouds to produce rain and mitigate the effects of ‘El Niño’, thus improving the water table. Raindrops usually form around small particles, like dust, ice and salt crystals, called nuclei. By introducing more nuclei into a cloud for the raindrops to form around, the rain cloud could be enhanced. The chemicals used for nuclei production are silver iodide (AgI) crystals and dry ice (carbon dioxide). The ‘seeds’ are dispersed into the cloud by using airplanes equipped with electronically activated flares, ground-based rockets, anti-aircraft shells from the ground, or by creating large fires to generate smoke which would provide sufficient nuclei.
(Some readers may remember that many years ago, when the Kolonnawa oil tanks burned, after an LTTE attack, the smoke cloud rose to a high altitude and then mushroomed out, producing rain.)
The last of these options is possible only when there is no wind. In our case, however, the Southwest monsoon winds have already set in. These masses of air have travelled literally thousands of miles over the sea and are laden with moisture.

If you are on the southwest side of the island and glance up at the sky, you will observe that the clouds are moving northeast (wind direction is from where it blows, not to where it goes; in other words, a northwesterly wind blows from the northwest, not towards it). As the clouds reach the central hills, they are subjected to a phenomenon called ‘orographic lift’, whereby air masses are lifted, or raised, to a higher level. Consequently, the air cools quickly, producing condensation and heavy rain, provided there are sufficient nuclei present.
In ‘Operation Popeye’, from 1967 to 1972, USA scientists modified the monsoon weather in Vietnam by cloud seeding, to harass the Viet Cong on their supply routes along the Ho Chi Minh Trail, with the extra 30 to 45 days of rain producing mud and landslides. More recently, on the eve of the 2008 Olympic Games, the Chinese fired rockets into clouds to force heavy rains in order to improve air quality and provide good weather on the opening day.
However, if the wind is not anticipated correctly, disastrous results could occur. Once, in the early 1980s, Saudi Arabia seeded its clouds and the wind unexpectedly changed, bringing heavy rainfall, including hail, to the United Arab Emirates and Oman. The southwesterly winds in Sri Lanka are usually steady. Observing the clouds from both the ground and air, they are characterised by considerable vertical development and, therefore, ripe for seeding.
The easiest way to seed clouds would be from the air. The Sri Lanka Air Force has aircraft and experienced pilots who can carry out such an operation effectively. If we seed the clouds to the south of Ratmalana, rain will fall somewhere northeast of that point. This will, of course, be predicated by the prevalent wind direction and speed for that day.
Even if the Meteorological Department gets the direction and wind speed wrong, it could be cross-checked by having the wind read on the display of an airplane equipped with an Inertial Navigation System, that is flying at or above 15,000ft, thus enabling a plot of the actual winds just before the process begins. Knowing the prevalent speed (or strength) and direction of the winds, pilots could easily work out the optimum point over which they should start the seeding process.
I believe that the Sri Lankan Air Force has the right sort of airplane for the job. If not, we could use readings from airliners departing from Katunayake, on the Colombo-Singapore route, to estimate the actual wind direction and speed. The target area of rainfall should be over Kotmale, which has the most critical reservoir during the Southwest Monsoon, and fortuitously that route passes overhead Kotmale.
We could also ask China, India and Thailand for expert advice. There are so many possibilities if we only care to look. It can be done. The benefit of rain at the correct places at this point of time outweighs the cost of such an operation.
As the old adage goes, desperate times need desperate measures. So, why not give it a try?
