Wellassa farmers receive freehold land title deeds under Urumaya
Over 41,000 Wellassa farmers who had fed the entire nation during the Kandyan period had received their freehold land rights they lost after the 1818 Rebellion, the President said on Saturday.Addressing a ceremony at the Mahinda Rajapaksa Conference Hall in Wellawaya to mark the distribution of freehold land deeds to the beneficiaries in 11 divisional secretariat divisions of the Monaragala district under the Urumaya national programme, the President said that Rs.25 million would be allocated for the restoration of tanks in the Divisional Secretariat Division.
The President said that Wellassa, once a supplier of rice to the Kingdom of Kandy, was devastated after the 1818 battle. He highlighted that despite various governments’ efforts to develop the area, land rights remained elusive for its people.
President Ranil Wickremesinghe also outlined plans for the extensive agricultural development of Udawalawe, Monaragala, Ampara, and the Mahaweli C Zone in the dry zone.
“According to the speakers preceding me, the Wellassa area supplied the rice required by the Kingdom of Kandy. However, after the 1818 battle, Wellassa was completely devastated, causing its inhabitants to relocate to other areas. Subsequently, the Monaragala district was established in 1960. When I first visited this area after the 1977 elections, it was severely underdeveloped.
Since 1977, various governments have initiated development projects in the Monaragala district. People from surrounding provinces settled here, new houses were constructed, and the area gradually urbanized. Through the hard work of its people, Monaragala evolved into an agricultural hub. This area stands as a testament to the efforts of your ancestors, yet the residents lacked proper land rights. The contributions of Monaragala farmers to the country were historically overlooked. To express gratitude, we have now ensured that these farmers receive free land rights,” he said.
Minister of Ports, Shipping and Aviation Nimal Siripala de Silva, State Minister of Foreign Employment Promotion Jagath Pushpakumara, State Minister of Irrigation Shasheendra Rajapaksa, State Minister Vijitha Berugoda, Member of Parliament Gayashan Navananda, and Co-Chairman of the Monaragala District Coordinating Committee Kumarasiri Ratnayake also addressed the gathering. Maha Sanghaa of the province, Uva Provincial Governor A.J.M. Muzammil, Wellawaya United National Party Organizer Chaminda Sarath, along with other political representatives from the province, Monaragala District Secretary Pasan Rathnayake, Senior Additional Secretary to the President Chandra Herath, and various government officials were also in attendance at this event.

Formulation of a Draft Economic Development Bill to expedite the process of Digital Transformation and Digital Economic Development
It is essential to establish an institutional framework with legal powers to ensure the effective implementation of national digital policy and guidelines.
Quality human capital should be attracted to this institutional framework for the compilation of policies, implementation of policies, regulation, and empowerment of operations. The continuous participation of the private sector should also be considered in establishing a strong institutional framework.
It has been further identified that attention should also be
drawn to new fields of digital innovation, including support for artificial intelligence and related activities.
Taking into consideration the aforementioned matters, a concept paper has been formulated to prepare a Draft Economic Development Bill for the establishment of a new institutional framework.
Accordingly, the Cabinet of Ministers has approved the resolution furnished by the President in his capacity as the Minister of Digital Economy to instruct legal draftsman to formulate a Draft Economic Development Bill based on the aforementioned concept paper.

A National Water Tariff Policy for all Water Supply and Sanitation Services
The access to secure, reliable and affordable drinking water and adequate sanitation facilities is essential to maintain public health, promote social well-being and foster economic development.
The Sri Lankan Government recognizes water supply and sanitation services as both an economic good and a basic human need. Therefore, when pricing for water and sanitation, a balance should be maintained between the financial sustainability of the service providers and the requirement to ensure fair and affordable access for all strata in the society.
Accordingly, the Sri Lankan government has identified the necessity of a national water supply that is sensitive to gender equality and social integration applicable to all water supply and sanitation service providers. At present, there is no formal national framework for setting, reviewing, approving, and implementing tariffs for water supply systems operated by various water supply providers as well as for setting, reviewing, approving, and implementing tariffs for sanitation systems.
Therefore, the Ministry of Housing, Construction, and Water Supply has formulated a water tariff policy covering all water supply service providers under the Sri Lanka Water Supply and Sanitation Sector Reform Program, which is a policy-based loan program implemented under Asian Development Bank funds.
