Police seek information to apprehend ‘Kanjipani’, who slipped from their fingers
Police Headquarters yesterday appealed to the general public, and Sri Lankan expatriates living abroad, to provide any information that could lead to the arrest of underworld figure and alleged drug kingpin Mohommad Najim Mohommad Imran, alias Kanjipani Imran, who is wanted under an INTERPOL Red Notice and is believed to be directing organised crime operations from overseas.
Police Headquarters urged members of the public with information on Imran’s whereabouts, hideouts or international associates to immediately inform the INTERPOL National Central Bureau or the International Coordination Division of the CID.
Police said intelligence information indicates that Imran, who is wanted in connection with a series of crimes, continues to coordinate drug trafficking and organised criminal activities in Sri Lanka while remaining in hiding in a foreign country.
According to Police, Imran was arrested in Dubai, in 2019, and deported to Sri Lanka, where he was detained at the Boossa High Security Prison. However, after being released on bail, in 2021, he fled the country. Investigators believe he has since been travelling across international borders, using forged passports, while continuing to direct underworld activities.
Police also alleged that intelligence reports point to links between Imran and international terrorist organisations, as well as major mafia syndicates, enabling him to use transnational networks and technology to manage drug trafficking and other organised criminal operations.
An INTERPOL Red Notice, numbered A-888, was issued against Imran on August 2, 2024, at the request of the Sri Lanka Police. However, Police said he has continued to evade arrest by frequently changing his location.
Police Headquarters warned that Imran’s continued freedom poses a serious threat to national security and called on Sri Lankans, both at home and abroad, to assist law enforcement by sharing any information that could facilitate his arrest.
Authorities requested that anyone with relevant information contact the INTERPOL National Central Bureau or the CID’s International Coordination Division without delay.

Quarantine and Prevention of Diseases Ordinance No. 3 of 1897 is the principle law that regulates the prevention of the spread of communicable diseases and the implementation of quarantine measures.
However, at present, it has been observed that the risk of spreading communicable diseases across borders have significantly increased due to considerable increase in the
international and domestic movement of persons, goods, and services and frequent international travel and trade have led communicable diseases spread rapidly between countries.
Accordingly, although cabinet approval was granted in the 2016 to amend the Quarantine and Prevention of Diseases Ordinance No. 3 of 1897, the relevant amendment bills have not been presented to Parliament.
Therefore, as per the proposal made by the Minister of Health and Mass Media, the Cabinet of Ministers has approved the appointment of a Review Committee to study the amendment bill that has been prepared and propose suitable amendments to meet the current health challenges as well as challenges that may arise in the future, taking into consideration the experience obtained during the epidemic situations that have occurred in the past.
