TISL appreciates SC’s remedial measures in respect of Public Financial Management Bill

Transparency International Sri Lanka yesterday welcomed the Supreme Court declaration that the Clauses 32(3) and 32(4) of the Public Financial Management Bill were unconstitutional, and shall only be passed with a Special Majority of Parliament and be approved by the people at a Referendum.
The TISL issued the following statement: “Transparency International Sri Lanka (TISL) challenged the Bill in the Supreme Court on the basis that Clause 32 seriously weakens the controls on public procurement, thereby enhancing the corruption risk and weakening the level playing field.
The Court held that Clause 32 (3), which allowed the Minister of Finance to exempt State Owned Enterprises (SOEs) from compliance with the procurement Guidelines, and Clause 32 (4), which allowed Provincial Councils to adopt their own guidelines, are violative of Articles 3 and 12(1) of the Constitution.
The Court proposed Clause 32(3) to be amended as ‘The National Procurement Commission may, if it deems necessary, formulate and publish in the Gazette specific guidelines for State-Owned Enterprises,’ in which case the said inconsistency shall cease.
The Court proposed Clause 32(4) to be amended as ‘The National Procurement Commission may, if it deems necessary, formulate and publish in the Gazette specific guidelines for Provincial Councils.'”

French Navy Ship ‘BEAUTEMPS BEAUPRE’ arrives in Colombo

The French Navy Ship ‘BEAUTEMPS BEAUPRE’ arrived at the Port of Colombo on a goodwill visit today. (09 May 25)
The visiting ship was welcomed by the Sri Lanka Navy in compliance with time-honoured naval traditions.
The 80.65m long ‘BEAUTEMPS BEAUPRE’ is a Hydrographic Vessel commanded by Commander BERTHEAU Dimitri and she is manned by 58 crew members.
Meanwhile, the Commanding Officer and a group of crew members of the ship are scheduled to call on senior officers of the Sri Lanka National Hydrographic Office (SLNHO) to discuss key hydrographic matters of bilateral importance.
During the stay in the island, crew members of the ship will explore some tourist attractions within the country and the ship is scheduled to set sail from Colombo on 13 May.

2 SLAF gunners, 4 Special Force personnel dead in Bell 212 crash

It has been reported that two Sri Lanka Air Force helicopter gunners and four Special Forces personnel have been pronounced dead after a SLAF Bell 212 helicopter crashed into the Maduru Oya Reservoir this (09) morning.
There were a total of 12 armed forces personnel on board the ill-fated aircraft.
