Proposal to take over Northern Hospitals triggers political storm

Former Chairman of the Northern Provincial Council C.V. K. Sivagnanam on Saturday wrote to the Governor of the Province P.M.S. Charles requesting her to prevent the government from taking over four main hospitals under the Northern Provincial Council.

The government is planning to take over Vavuniya, Mannar, Kilinochchi and Mullaitivu Hospitals to upgrade them as national hospitals. District base hospitals of Matale, Nawalapitiya, Embilipitiya, Avissawella, Gampaha, Mannar, Vavuniya, Kilinochchi, and Mullaitivu districts will be taken under the purview of the Ministry of Health.

Sivagnanam insists that this will cause many inconveniences to the public. “Most of the decisions we have taken as regards these hospitals will be changed if the line ministry takes them over. When the government takes over these hospitals, people will no longer feel that these are their hospitals. People will have to approach the government to address any issues.”

The former Chairman of the Northern Provincial Council added that even Minister Douglas Devananda had opposed the move. The entire Tamil National Alliance (TNA) was opposed to it, he said.

“While we are demanding more power to the Northern Provincial Council, the government is trying to take the hospitals away from us,” he said.

India seeks to deepen linkages between women leaders of India and Sri Lanka

High Commissioner of India to Sri Lanka, Santosh Jha, recently hosted a reception for the members of the Women Caucus of the Parliament at India House. The event was attended by Prime Minister Dr. Harini Amarasuriya, Minister of Women & Child Affairs Saroja Savithri Paulraj as well as other Members of the Women Caucus.

The text of the IHC statement: “Highlighting the role played by women in politics in both India and Sri Lanka over the years, High Commissioner underlined that the two countries have been global leaders in this aspect. Over the last decade, under the leadership of Prime Minister Shri Narendra Modi, India has witnessed a transformative shift in women’s empowerment, redefining their role from passive beneficiaries to active nation-builders. With women and children comprising 67.7% of India’s population, Nari Shakti (women’s power) has been identified as a cornerstone of India’s progress. From space missions to grassroots governance, Indian women are shaping the country’s destiny.

In pursuance of the guidance of the two leaders, Prime Minister Shri Narendra Modi and President of Sri Lanka, H.E.Anura Kumara Dissanayaka, India and Sri Lanka are working towards deepening linkages between the women caucus of the Parliament of Sri Lanka and the Women Members of Parliament of India. Three out of the twenty two members of the women caucus visited India as a part of the first orientation programme at India’s Parliamentary Research and Training Institute for Democracies (PRIDE) in May 2025. With the current Parliament of Sri Lanka having the highest number of women MPs in its history, the collaboration will be a valuable dimension of the ongoing parliamentary level exchanges to promote democratic values and share expertise on institutional best practices between the two countries.”

SC appointment: Ex-Justice Minister finds fault with Prez for withdrawing his nominee

Former Justice Minister Dr. Wijeyadasa Rajapakshe, PC, yesterday (17) found fault with President Anura Kumara Dissanayake for withdrawing the nomination of Court of Appeal judge M. T. Mohamed Lafar to the Supreme Court.

The President shouldn’t have reversed his decision under any circumstances, the one-time President of the Bar Association of Sri Lanka (BASL) said. He was responding to the front-page The Island report in its 16 June edition, headlined ‘SC appointment: AKD withdraws his nominee, SJB to raise issue in House’

The ex-Minister emphasised that those who had been critical of President Dissanayake for sending Lafar’s name to the Constitutional Council on 9 June, ahead of justice Gamini Amarasekera’s retirement on 20 June, conveniently forget that the process of filling a vacancy should begin before the actual retirement. Speaker Dr. Jagath Wickremaratne heads the 10-member CC which includes three civil society representatives.

Rajapakshe also challenged the criticism directed at President Dissanayake for proposing Lafar for a position in the apex court without obtaining Chief Justice Murdu Fernando, PC. “The President’s nominee is definitely not subjected to the CJ’s approval,” the ex-parliamentarian said, urging the National People’s Power (NPP) government not to succumb to unfair criticism.

Over the last week, SJB frontliner Dayasiri Jayaskera, MP, said that the issue at hand would be raised in Parliament.

The Island learns that CJ Fernando had submitted her observations to President Dissanayake. Former Minister Jayasekera said that he was aware of the decision to withdraw Lafar’s nomination.

Speaker’s Office sources told The Island that they couldn’t comment on the issue without consulting the Speaker. Sources in the Bar Association of Sri Lanka (BASL) said that a couple of judicial appointments were due soon and the BASL’s official comment could be made available once it studied the developments.

Other sources said that the President intended to fill the vacancy to be created by justice Gamini Amarasekera’s retirement, on 20 June, with Lafar, who is the current President of the Court of Appeal. However, Lafar is to retire on 18 June, after having reached the retirement age on 18 June, sources said.

Responding to queries, Dr. Rajapakshe said that though people could appeal to the Supreme Court against Court of Appeal decisions they were two separate institutions under the CJ and President of the Court of Appeal, respectively. The former Minister also stressed the importance of maintaining, what he called, a healthy balance in the combination of Supreme Court judges from the Attorney General’s Department, career judges and private bar. The former MP alleged over the years that the required balance had been lost to the advantage of the Attorney General’s Department.
