Red Cross in action: Tackling dengue across communities

When cyclone Ditwah swept across Sri Lanka, communities faced not only the immediate impact of flooding, property damage and displacement but also the heightened risk of disease outbreaks, particularly dengue.

A press conference was held recently at the Red Cross Society headquarters, bringing together local health authorities, and disaster management officials to outline coordinated response measures following recent weather-related disruptions and the heightened risk of dengue

At this critical moment, the Red Cross Society in Sri Lanka mobilised its national and local networks to mitigate risks posed by stagnant water. The Red Cross plays a crucial role in preventing outbreaks through community-based interventions, working closely with the Ministry of Health.

In the wake of cyclone Ditwah, Sri Lanka is facing more than flood damages, stagnant water and disrupted sanitation, also facing heightened health and safety challenges across several regions.

To meet these challenges, for the first time since the cyclone, the Sri Lanka. Red Cross Society and National Health authorities came together, sending a unified message that early action is critical.

At a press conference held at Red Cross headquarters, officials outlined the launch of the Simplified Early Action Protocol on Dengue Prevention – a pioneering initiative designed to prevent outbreaks before they occur. Under the Red Cross emblem at its Colombo headquarters, local health officials joined hands with Sri Lanka Red Cross Society to set the tone for an intensified, community level response to dengue and post cyclone health risks.

This is a significant step forward, said Dr. Mahesh Gunasekera, Secretary General of the Sri Lanka Red Cross. “By empowering communities and acting early, we can prevent dengue from escalating and protect the most vulnerable, including children in schools and families in high risk areas.” Addressing the media, Dr Mahesh stressed that the current situation demands a shift from reactive emergency measures to preventive community-based action. Heavy rains and flooding linked to recent weather conditions have created an ideal breeding ground for dengue mosquitos, placing densely populated and flood affected areas at heightened risks.

The Sri Lanka Red Cross Society has been a pillar of humanitarian action in the country for over 100 years providing relief and support during disasters, health emergencies and community crisis, it was established with the census of alleviating human suffering. The organisation has grown into a trusted network of volunteers, professionals and local chapters across the island.

With their presence in nearly 200 countries, it was founded in 1863 in Geneva. Globally the Red Cross is known for its rapid and effective response to crises from earthquakes in Haiti and Japan to floods in Bangladesh and cyclones in the Pacific.

In the wake of the cyclone Ditwah the Sri Lanka Red Cross Society has taken the lead to coordinate with the national health authorities.

Dr. Kapila Kannangara, Director of the National Dengue Control Unit also said “Together, we can protect vulnerable communities and schools combing the community at large. He warned that post cyclone conditions have significantly increased the risk of vector borne diseases. Stagnant water, disrupted sanitation systems and delayed waste disposals, he said have created an ideal breeding ground for mosquitos in vulnerable districts.

This integrated service functions on early warning and surveillance, monitoring rainfalls, flood zones and rising Dengue case numbers to activate timely action. These are –

Community mobilisation – The Red Cross volunteers conduct door to door inspection, school inspectors and neighbourhood clean-up, eliminating mosquito breeding and educating residents of the danger.

Health education and school programmes campaign -raising awareness among children, parents and teachers about preventive measures.

This first of its kind integrated effort ensures, that preventive measures. are scientifically guided, community driven and implemented efficiently This is a milestone -the combined efforts of the Red Cross and Health authorities have created a comprehensive safety net, especially for high risk areas and schools where children and families are most vulnerable

This integrated service embodies the power of collaboration in safeguarding public health said Dr Mahesh

The area identified are specific districts and communities who are at greater risk for dengue. Colombo, Gampaha, Kalutara, Kandy and Jaffna. In addition to these districts, schools, playgrounds, community centres across the affected regions have also been highlighted as priority sites

By focussing on these selected areas, the Integrated Red Cross Health Authority initiative ensures timely and effective action reducing the chance of a post cyclone dengue surge and protecting vulnerable communities, before the outbreaks can occur.

For how long will the Red Cross continue operations?

The Red Cross emphasised that their joint dengue prevention effort is not a one-off intervention. Recognising the risk of the mosquito borne diseases persisting for weeks after the cyclone, the Integrated Campaign will continue throughout the critical post disaster period.

The Red Cross authorities said the volunteers and health teams will remain actively engaged in high risk districts. This includes continued inspection of households, schools and community spaces. We will remain on the ground for as long as necessary, said Dr Mahesh.

This Integrated Services of the Red Cross and Health authorities, first of its kind effort, combining the Red Cross, volunteers’ network and community trust with the technical expertise and resources of the Ministry of Health and Dengue Control Unit

This combined effort to fight against dengue in the wake of cyclone Ditwah is a testament to proactive coordinated action before the crisis escalates. The road to recovery may be challenging, but with vigilance and cooperation, the nation can emerge safer and stronger said the Dengue Control Unit.
