President takes initiative to contribute to UN Climate Change and Global Warming Prevention activities

On the instructions of President Gotabaya Rajapaksa, the government had prepared a detailed document pertaining to the UN Climate Change and Global Warming Prevention activities,  Secretary to the Environment Ministry Dr. Anil Jasinghe said yesterday.

Dr. Jasinghe told the media that action would be taken to increase the country’s forest cover to 30 percent by 2025 and introduce a gree manufacturing economy.

Therefore, he said the Sri Lankan government on the President’s initiative, had prepared a comprehensive programme in response to the Environmental Red Alert issued by the United Nations Secretary-General recently.

The latest report of the Intergovernmental Panel on Climate Change has pointed out that climate change is affecting more and more people around the globe. Many of the current climate changes did not occur hundreds of thousands of years ago, and events such as sea level rise did not occur for hundreds of thousands of years, Dr. Jasinghe said.

The Environment Ministry Secretary pointed out that reducing the emissions of Carbon Dioxide and Greenhouse gases could help mitigate the incidence of climate change.

He said President Rajapaksa had realised the adverse effects of climate change and issued the Gazette Notification No. 2238/20 of 29 July 2021 establishing the Presidential Task Force on Transforming Sri Lanka into a Green Social Economy with a Sustainable Solution to Climate Change. Minister of Environment Mahinda Amaraweera was appointed as a chief of that task force.

The role of this force is to mitigate the adverse effects of climate change in Sri Lanka and to directly contribute to keeping the global warming of the Paris Agreement below the global target of 02 degrees Celsius.

The Paddy Marketing Board has approximately 115,000 metric tonnes of paddy stocks purchased from farmers, which are currently stored in the Board’s warehouses, and it has been planned to retain a sufficient buffer stock from these reserves and sell the remaining quantity in order to provide the necessary storage space and financial resources for the purchase of paddy from farmers during the upcoming Yala season.

Accordingly, the Cabinet of Ministers has approved the resolution furnished by the Minister of Agriculture, Livestock, Land and Irrigation to sell the aforementioned paddy stocks
following a formal tender procedure.

Amendment to the Promotion of Export Agriculture Act, No. 46 of 1992 to be gazatted

The Promotion of Export Agriculture Act, No. 46 of 1992 provides the legal provisions for regulating and promoting the export agriculture sector in this country.

Taking into consideration administrative changes and sectoral developments that have taken place over time, approval was granted at the Cabinet Meetings held on 2023-09-04 and 2025-08-11 to amend the said Act, which has not been updated for over 30 years.

The proposed amendments are intended to amend the designations of the Head of the Department of Export Agriculture and other officials, and to provide a clearer definition of the term “the export agricultural crop.”

Accordingly, the Cabinet of Ministers has approved the resolution furnished by the Minister of Agriculture, Livestock, Land and Irrigation to publish in the Government Gazette the Draft Export Agriculture Promotion (Amendment) Bill, prepared in all three languages by the Legal Draftsman to amend the Export Agriculture Promotion Act, No. 46 of 1992, and thereafter submit the same to Parliament for its concurrence
