Pathfinder Foundation and USI of India MoU on strategic cooperation and collaboration

The Pathfinder Foundation extended its Memorandum of Understanding with the United Service Institution of India (USI), New Delhi, with a virtual signing recently. Bernard Goonetilleke, Chairman, Pathfinder Foundation and Maj. Gen. B K Sharma, AVSM, SM & Bar (Retd.), Director, United Service Institution of India, placed their signatures on the MoU. The event was also attended by Dr Dayaratna Silva, Executive Director of Pathfinder Foundation and Maj. Gen. R P S Bhaduria, VSM (Retd.), Head CS3 of USI.
The MOU is expected to strengthen existing relations between the two organizations through closer cooperation in research, contribute to policy development processes in their respective countries, and develop and foster research cooperation among South Asian countries on humanitarian, economic and security related issues. It is also expected to support policy development at both the bilateral and international levels. The MOU is also intended to engender and foster conditions for maintaining regular interaction and cooperation between the two organizations. The MOU will provide a basis and framework for cooperation in the fields of research and promote the exchange of ideas and views between Indian and Sri Lankan researchers and practitioners in the fields of international security, international relations, diplomacy, defence, military affairs, peacebuilding and conflict studies, disruptive technologies, WMD, UNPKO, South Asia, Indo-Pacific, maritime security and maritime heritage, among other areas.
The USI of India is India’s oldest and premium tri-service think tank founded in 1870 by Colonel (later Major General) Sir Charles MacGregor for ‘Furtherance of knowledge in the art, science and literature of the National Security in general and of the Defence Services in particular’. Today USI has about 15,000 members, comprising security forces officers, diplomats, bureaucrats, academics and scholars. USI has niche expertise in national security, geopolitics, International Relations, Military Diplomacy, Military Heritage, UN Peacekeeping operations, professional skill developments of policymakers and Revolution in Military Affairs. The USI conducts many events at the national and international level, exchanges delegations with partner research institutions, publish seminal literature and runs the institution’s website, blog page and social media platforms. It is the lead agency in grooming policymakers for shouldering higher responsibilities. The institution regularly conducts programmes for the National Defence College, War Colleges, IAS Academy, Foreign Service Institute, National Policy Academy and Universities. Besides, it supports the Indian diplomatic mission abroad in conducting various events.
Pathfinder Foundation and United Service Institution first signed an MOU in 2016, by which both institutions established a working relationship for cooperation. The latest MOU will take the relationship between the two institutions for another five years and will provide opportunities for ex-service personnel, academics, diplomats etc. to take part in joint activities carried out by the two institutions.

The oil anointing ceremony for the Sinhala and Tamil New Year was held on April 16 at the historic Rajamaha Viharaya in Kolonnawa, with the participation of Prime Minister Dr. Harini Amarasuriya.
Following the chanting of pirith, the oil anointing ritual was carried out at the auspicious time of 9:04 a.m., by the Chief Incumbent of the temple, Venerable Kolonnawa Dhammika Thero.
Speaking after the ceremony the Prime Minister said that:
“The Sinhala and Tamil New Year is one of the most important festivities in our country. It is a celebration with our families, reflecting our traditions and customs while strengthening the ties.
This festival leads the path for renewing unity, love, and bonds stronger. These values enrich a country. Development of a country is not limited by one-dimensional; a true development includes spirituality, relationships, and connections. The reason why we uphold these customs in such ceremonies is to remind ourselves of the significance and to pass on their value to future generations.
Therefore, today marks a significant day. Throughout this week, we came together and engaged in various activities. Followed by, the next event will mark the leaving for employment at the auspicious time and we should start working collectively to rebuild the country.
I wish everyone a New Year that is prosperous, peaceful, joyful, full of strengthened relationships, and most importantly, safe for all.”
The ceremony was graced by the presence of the Maha Sangha, and attended by the Deputy Minister of Youth Affairs Eranga Gunasekara, Divisional Secretary to Kolonnawa Priyanath Perera, Municipal Secretary Nelum Kumari Gamage, and the residents of the area.

Warm Weather Advisory Issued by the Natural Hazards Early Warning Centre of the Department of Meteorology for 16 April 2025
The Heat index, the temperature felt on human body is likely to increase up to ‘Caution level’ at some places in Northern, North-central, North-western, Western, Southern and Eastern provinces and in Rathnapura and Monaragala districts.
The Heat Index Forecast is calculated by using relative humidity and maximum temperature and this is the condition that is felt on your body. This is not the forecast of maximum temperature. It is generated by the Department of Meteorology for the next day period and prepared by using global numerical weather prediction model data.
Effect of the heat index on human body is mentioned in the table below and it is prepared on the advice of the Ministry of Health and Indigenous Medical Services.
ACTION REQUIRED
Job sites: Stay hydrated and takes breaks in the shade as often as possible.
Indoors: Check up on the elderly and the sick.
Vehicles: Never leave children unattended.
Outdoors: Limit strenuous outdoor activities, find shade and stay hydrated. Dress: Wear lightweight and white or light-colored clothing.
