Ampara District special Coordination Committee meeting chaired by the President
President Anura Kumara Dissanayake stated that a Special Committee, headed by the Deputy Inspector General of Police, will be established to protect lands in the Eastern Province.
The President highlighted that a number of issues have arisen in the region due to land grabs carried out through the misuse of political power, stressing that such practices will no longer be tolerated.
The President made these remarks while participating at the Special District Coordination Committee meeting in Ampara held on Friday (22) afternoon at the Ampara District Secretariat.
Drawing attention to coastal erosion affecting the Eastern coastline, the President instructed officials to develop a comprehensive plan to both protect the coastline and promote tourism in the region.
The President further noted that placing rocks and barriers is not a practical long-term solution to coastal erosion and instructed that urgent scientific studies be conducted to identify a sustainable and permanent solution, including consideration of the Oluvil Harbour and associated fisheries infrastructure.
Highlighting the tourism potential of the Eastern coastal belt, the President also stated that he had received reports of unequal treatment by public officials in the management of hotel operations in coastal areas and firmly instructed that such discrimination must not be allowed.
The President drew special attention to unauthorised land reclamation taking place in the Eastern Province and instructed the security forces to ensure that such activities are not permitted in the future.
Noting that 16 years have passed since the end of the conflict without a structured programme to resettle displaced persons in the region, the President instructed that urgent attention be given to developing and implementing a resettlement plan.
President Dissanayake further drew attention to the recurring flooding caused by the overflow of the Gal Oya, which affects several Divisional Secretariat areas including Ampara, Sammanthurai, Karaitivu, Addalachchenai, Kalmunai, Akkaraipattu, Irakkamam, Damana and Ninthavur. The President directed officials to conduct an urgent study to identify a permanent solution and confirmed that initial funding would be allocated for this purpose.
Discussions were also held regarding the current status of the Thirukkovil paddy storage facility and the continuation of operations at the Addalachchenai waste recycling centre.
Discussions were also held on the conservation of the Nuwaragala archaeological reserve and the development of tourism zones in Arugam Bay and Panama. Attention was further given to implementing a tourism development project in and around the Maduru Oya reserve, based on the indigenous villages in Henanigala South, Dehiattakandiya.
The committee also discussed restarting a drinking water project in the Lahugala area, which was initiated by the National Water Supply and Drainage Board approximately five years ago.
The President also paid special attention to the issues faced by sugarcane farmers in Hingurana. He noted that safeguarding sugarcane farmers within the industry is the responsibility of the relevant companies and stressed the need to engage in discussions on the emerging issues and reach an expedited solution.
Under the Kalmunai Urban Development Project, attention was drawn to the consolidation of all government institutions currently located in different places within the Kalmunai area into a single location. The President instructed officials to prepare and submit the relevant plans, noting that funding could be allocated in the forthcoming budget.
Discussions were also held on taking over and developing land with commercial value that had been allocated by the Sri Lanka Mahaweli Authority more than five years ago but where projects had not been implemented. The President directed that such lands be transferred to Divisional Secretaries or the District Secretary and developed under a structured programme for public benefit.
Discussions were also held on taking over and developing roads in the areas of Dehiattakandiya, Maha Oya and Padiyathalawa under the Road Development Authority and the Provincial Road Development Authority.
Special attention was also drawn to teacher vacancies in schools in the Ampara District and issues related to zonal education offices. The President emphasised that the establishment of administrative structures such as education offices and divisional secretariats is not a political exercise but an administrative function. He further stressed that such structures should be based on objective criteria such as geographical size and population, rather than ethnic considerations.
The President noted that LKR. 22,000 million has been allocated in the 2026 Budget for development projects in the Ampara District. Reviewing progress in ongoing projects in the sectors of roads, irrigation, drinking water supply and housing, he stressed that it is the responsibility of public officials to ensure that these funds are efficiently utilised within the relevant financial year to deliver timely benefits to the public.
The President also separately reviewed compensation and relief measures for the people of the Ampara District affected by Cyclone Ditwah, including compensation for loss of life, crop damage and losses in the livestock sector, as well as programmes for the fishing community, livelihood development initiatives and progress on partial and full housing damage compensation and resettlement programmes.
The President emphasised that the most affected by this disaster are economically vulnerable communities and therefore urged that housing construction and resettlement programmes be expedited without delay.
Co-Chairs of the Ampara District Coordinating Committee, Eastern Province Governor Professor Jayantha Lal Ratnasekera, Deputy Minister of Rural Development, Social Security and Community Empowerment, Wasantha Piyathissa, Members of Parliament, local authority Chairpersons and other public representatives, along with the Chief of Presidential Staff and Commissioner General of Essential Services, Prabath Chandrakeerthi, Defence Secretary Air Vice Marshal Sampath Thuyacontha (Retired), Ampara District Secretary Anupa Mangala Wickramarachchi and other government officials were present at the meeting.

True leadership is not about titles or power, but about acting responsibly for the well-being of others – Prime Minister
Prime Minister Dr. Harini Amarasuriya stated that true leadership is not about titles or power, but about acting responsibly, with compassion, and working for the well being of the others.
The Prime Minister made these remarks while attending the President’s Guide Award and Prime Minister’s Award Ceremony, organized by the Sri Lanka Girl Guides Association, one of the country’s leading voluntary organizations dedicated to empowering girls and young women. The ceremony was held on Sunday (19th July )at Temple Trees in Colombo.
During the event, the Prime Minister presented medals and certificates to the award recipients.
A total of 350 awards were presented at this year’s ceremony, comprising 338 President’s Guide Awards and 12 Prime Minister’s Awards, in recognition of the recipients’ discipline, resilience, integrity, and commitment to serving others.
Addressing the occasion, Prime Minister Dr. Harini Amarasuriya stated that one of the greatest strengths of the Girl Guides association is its commitment to providing equal opportunities to every child, regardless of their background or abilities. The Prime Minister also emphasized that true leadership is not defined by titles or power, but by acting responsibly, listening with compassion, and working for the well-being of others.
The Prime Minister further noted that while women had limited opportunities in the past, today increasing opportunities are being created for girls and women across all sectors, and young women are making remarkable progress in every field. The Prime Minister further stressed that every girl and young woman deserves equal opportunities to improve themselves, noting that the country needs young women leaders who are ready to step forward to build a better future for Sri Lanka.
The Prime Minister also highlighted that, particularly at a time when Sri Lanka is undertaking significant economic and democratic reforms, achieving sustainable national progress requires not only economic growth but also the development of citizens who uphold strong ethical values and social responsibility. In this regard, she commended the invaluable contribution made by the Sri Lanka Girl Guides Association.
Guided by its motto, “Be Prepared,” the Girl Guiding Movement in Sri Lanka was first established on 21 March 1917 at Kandy High School by Miss Jenny Calverley Green. Today, the movement operates through seven branches; Butterflies, the Little Friends, the Guides, the Rangers, the Youth, the Differently Abled Guides, and the Community Guiding Units, catering to different age groups and abilities. The President’s Guide Award is the highest honour that can be achieved by a Girl Guide and is awarded only to those who successfully complete the required challenges, written and oral examinations, and the BP Challenge. The Prime Minister’s Award is presented as the highest recognition within the Ranger Guide section.
The event was attended by at the President of the Sri Lanka Girl Guides Association Swarnika Pitigala, Chief Commissioner Dr. Kushantha Herath, President’s Guide Commissioner Pushpa Perera, Prime Minister’s Guide Commissioner Aruni Karunaratne, other senior officials of the Sri Lanka Girl Guides Association, President’s Guides and Prime Minister’s Guides, as well as a large number of their parents.

Customs asked to resume probe or face legal action
Rs. 16 bn BMW revenue fraud:
Public interest litigation activist Nagananda Kodituwakku has said he will initiate appropriate proceedings against Director General of Customs, Wimal S.K. Liyanagama, in terms of the Anti-Corruption Act No 9 of 2023, unless the Customs carries out a revenue fraud inquiry to recover approximately Rs 16 bn in lost government revenue.
General Secretary of Vinivida Foundation, and former Customs officer, Kodituwakku said that though the Department, in response to his request for a meeting to discuss the issue, in writing, assured them that the investigation was underway, they found that the actual situation was not so.
Kodituwakku alleged that the Customs Chief had neglected what he called statutory duties under the Customs Ordinance, by disregarding his request for a meeting.
Kodituwakku said the investigation into the importation of 1,728 brand new BMW vehicles, under the concessionary duty permits issued by the government for the public servants, between 2011 and 2014, had been stalled.
The civil society activist said that investigations had revealed the vehicles hadn’t been imported by the permit holders themselves but others. It also transpired that the value of the imported vehicles, mentioned in the commercial invoices, proforma invoices and the CusDecs, tendered to Customs in the names of the permit holders, were not the actual values for the vehicles in question.
The high-profile case has been handled by the Central Investigation Directorate, at that time headed by Murugesu Thayabaran, a batchmate of Kodituwakku.
The ex-Customs officer said that he had appeared as counsel for Thayabaran in Court of Appeal and was determined to bring the case to a successful conclusion. According to him, the importer, over the years, had been represented by nine President’s Counsel as the case dragged on from the time of P.S.M. Charles, Director General, Customs.
Kodituwakku made available letters he wrote to the Customs and other parties on this issue, to The Island. Pointing out that the Court of Appeal on 7 May, 2024, dismissed the importer’s final appeal regarding the case pertaining to the revenue loss of Rs. 16 bn, Kodituwakku said that although the court had cleared the way for the Customs probe, no action had been taken.
However, the Court of Appeal ruling was given before Liyanagama succeeded Seevali Arukgoda as DG Customs on 6 May, 2026. Liyanagama served as Director General of the Department of Management Services at the Treasury before the new appointment.
Kodituwakku said that he had also brought the Customs case to the attention of the Commission to Investigate Bribery or Corruption (CIABOC).
Emphasising the failure on the part of the Opposition to raise this issue, both in and outside Parliament, Kodituwakku said that since the exposure of the BMW scam, during Mahinda Rajapaksa’s presidency, there had been four presidents, namely Maithripala Sirisena, Gotabaya Rajapaksa, Ranil Wickremesinghe and incumbent Anura Kumara Dissanayake. Unfortunately, successive administrations had allowed the interested parties to drag the case. The lack of interest shown by political parties revealed that they not only protected those responsible but encouraged corrupt practices of allowing third parties to import vehicles in terms of permits issued to legitimate recipients of such permits.
Having campaigned on an anti-corruption platform, during the presidential and parliamentary polls in 2024, the NPP couldn’t, under any circumstances, turn a blind eye to this situation, Kodituwakku said, adding that even the IMF should be concerned of the failure on the part of successive governments to recover the money.

Outgoing Chinese Ambassador Qi Zhenhong bids farewell to Mahanayake Theras
Outgoing Chinese Ambassador to Sri Lanka, Qi Zhenhong, who is scheduled to conclude his tenure on July 31, visited Kandy on the afternoon of July 18 to pay respects and receive blessings from the Mahanayake Theras of the Malwathu and Asgiriya Chapters.
During the visit, the Most Venerable Thibbotuwawe Sri Sumangala Mahanayake Thera of the Malwathu Chapter and the Most Venerable Warakagoda Sri Gnanarathana Mahanayake Thera of the Asgiriya Chapter hailed the Ambassador’s dedicated service to the country.
The Malwathu Mahanayake Thera noted that Ambassador Qi had performed his duties as a diplomat to the highest possible standard. He stated that the Ambassador’s contributions during his nearly six year tenure, including assistance during natural disasters and support for economic, educational, cultural, and religious sectors, would never be forgotten.
Expressing his appreciation, the Mahanayake Thera remarked that he would like the Ambassador to remain in Sri Lanka even after retirement.
The Asgiriya Mahanayake Thera, Most Venerable Warakagoda Sri Gnanarathana Thera, also commended the Ambassador’s efforts in supporting infrastructure development during various natural disasters and praised his initiatives in strengthening the bilateral relations between China and Sri Lanka.
Reflecting on his tenure, Ambassador Qi Zhenhong stated that the Sri Lankan economy is gradually improving under the new government. He noted that the Chinese government fully supports the current government’s focus on industrial policy, state owned enterprise reform, and exports.
The Ambassador highlighted several ongoing collaborative projects, including an agreement to provide school uniforms, the reconstruction of 14 bridges destroyed by cyclones, and the upcoming arrival of the first batch of electric buses and vehicles.
“Sri Lanka feels like my second home,” the Ambassador said, adding that he is grateful for the generous support and sincere friendship extended to him by the people of Sri Lanka. He confirmed that while his tenure ends on July 31, he will continue to engage with Sri Lanka whenever possible.
The Ambassador also visited the Senior Member of the Asgiriya Chapter, Most Venerable Godagama Sri Mangala Thera, to receive further blessings, with other prominent members of the Maha Sangha also in attendance.
