SLSEA expenditure mysteriously reduced without any explanation

By Lalith Chaminda and S.K. Kaluarachhci
A report issued by the National Audit Office has revealed that the Sri Lanka Sustainable Energy Authority (SLSEA) spent Rs 261.7 million on the initial development of renewable energy projects in Mannar and Pooneryn, which were later awarded to India’s Adani Group with a combined capacity of 500 megawatts.
On 08 Nov., 2022, the SLSEA formally requested reimbursement of the amount from the project developer. However, subsequent financial statements from the authority indicated that the recoverable amount had been reduced to Rs 112.5 million without justification.
The audit report highlights that no formal agreement regarding the reduction had been presented for review, raising concerns over lack of transparency in financial adjustments. The auditors have recommended that details of any such agreement with the investor be immediately submitted for scrutiny.
The Cabinet approved the awarding of these power plant projects to Adani on 15 March 2022. The irregularities related to project expenditure were uncovered in the 2023 audit report on the SLSEA.
