Why make public suffer?

Electricity and Water Bill BanksElectricity bills could only be paid without any additional service charge at People’s Bank while water bills at only the Bank of Ceylon. Most banks charge Rs 30 or more for payment of such bills. Poor people who do not have Internet banking facility, which again costs Rs 500 or more as service charge per year, have to waste their time in two separate queues at these banks at the risk of contacting Covid-19.
Both these are state banks. Both these service providers are also government institutions. So, why not extend the payment of bills facility for electricity and water at both banks.
