Stalin exposes inefficiency of Education Ministry under Akila
By Rathindra Kuruwita
The Ministry of Education did not spend 27.75% of the money allocated to it in the budgets between 2016 and 2019, says Ceylon Teachers Union (CTU), citing a report by the Auditor General (AG).
CTU General Secretary Joseph Stalin said: “On 29 October 2020, the AG sent its report on the sector to the Speaker. The Ministry had not spent over Rs. 90 billion allocated for education in those years.”
The National Education Commission had submitted recommendations on a national education policy in 2003 and 2016, but there was no such policy even by the end of 2019, said Stalin. “In a way, the Commission itself is a white elephant,” Stalin said.
“There are many laws that the ministries don’t implement. According to the Assisted Schools And Training Colleges (Supplementary Provisions) Act (No. 8 of 1961,) one can’t start private schools for children aged 5 -14, but we know that there are many such schools. Where is the plan to regulate them?”
