At least Rs. 4 billion will be needed to hold the Provincial Council elections, Chairman of the Election Commission (EC), Nimal Punchihewa said yesterday in Colombo.

Whether the elections were to be held under the current system or the old system (PR system) had to be decided, the EC Chairman. Parliament had to make that decision, he added.

Executive Director of the Campaign for Free and fair Elections (CaFFE) Manas Makeen said that the Provincial Councils had been run by government officials for over two years. Those unelected officials were running those institutions as they pleased and many issues had arisen as a result.

Makeen said: “A lot of people assume that the PC system is no more. However, the Councils operate. The only difference is that they are run by officials. People have no control over them.”
