Kitchen refuse as compost fertiliser

Some years back, plastic trash bins were sold at a nominal rate and most city and urban dwellers purchased them. The idea was for householders to fill these with daily kitchen waste and also sweepings in the garden. This kept for some time, decomposed and turned to compost manure. Sadly, as there was no arrangement to collect by any agency, householders started to collect the refuse and hand over to the scavenging van of the local authority, and used as landfills. Would it not be advisable to revive this, by encouraging collection by some agency, paying the householder a certain amount per kilo, as the waste had already turned to compost manure.

Please give this some thought.
