Foreign Minister Herath says MoU signed by ex-Minister Manusha legally invalid

Foreign Affairs Minister Vijitha Herath informed Parliament on Thursday (09) that the Memorandum of Understanding (MoU) signed by former Minister Manusha Nanayakkara regarding the E-8 visa category for employment in South Korea was legally invalid.

Minister Herath disclosed that on 06 April 2024, the then Minister of Foreign Employment, Manusha Nanayakkara, had signed the agreement on behalf of the Sri Lankan government with the Mayor of Wando County in South Korea. However, despite the agreement being titled as one between Sri Lanka and Wando, its contents erroneously refer to this as an agreement between Korea and Pakistan.

The Minister further pointed out that the agreement had been signed without Cabinet approval.

“Several clauses in the document state the agreement is between Pakistan and South Korea. This is highly unprofessional,” Minister Herath said.

Minister Herath made these comments in response to a question posed by ruling party MP Lakmali Hemachandra.
