Speaker Dr. Jagath Wickremaratne yesterday informed Parliament that a three-judge bench of the Supreme Court had, in a majority decision, ruled that certain clauses of the Local Authorities Elections (Special Provisions) Bill were inconsistent with the Constitution and, therefore, required a special majority for passage.
However, one judge dissented, had stating that the Bill could be passed with a simple majority, the House was told.
The Supreme Court’s determination was conveyed to Parliament by Speaker Dr. Jagath Wickramaratne.
