US launches inaugural Young South Asian Leaders Initiative workshop in Colombo

US Ambassador to Sri Lanka Julie Chung, Acting Deputy Assistant Secretary for South and Central Asian Affairs Shelly Seaver, and Minister of Youth Affairs and Sport. Sunil Gamage yesterday (18) opened in Colombo the inaugural workshop of the Young South Asian Leaders Initiative (YSALI), a US government-funded programme aimed at empowering youth leaders, promoting peace, and bolstering economic growth across South Asia.  More than 80 YSALI participants—competitively selected from alumni of previous US government initiatives—represent the next generation of South Asian leaders and innovators in business, government, academia, health, and other fields. By connecting them with counterparts from across the region, the United States is building lasting networks and cultivating future partners and advocates for American businesses and shared interests.

Addressing the participants, US Ambassador to Sri Lanka Julie Chung said: “Each of you has already demonstrated leadership through your participation in US government exchange programmes, taking the initiative to create change—often in challenging circumstances. Now, by coming together, you are combining your ideas, talents, and dreams to shape the future of this region. Whether you’re focused on entrepreneurship, civic engagement, or social innovation, we want to support your efforts and share the ideas and approaches that have fuelled American innovation and excellence—because when you succeed, the Indo-Pacific region becomes stronger, more connected, and more prosperous for all.”

The three-day workshop brings together more than 80 youth leaders from Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan, and Sri Lanka to address shared challenges and opportunities, including economic development, civic participation, and regional collaboration.

During the workshop, participants will engage with experts, business representatives, and government officials in interactive sessions designed to share US expertise in entrepreneurship and leadership. The programme will also foster cross-border collaboration and strengthened ties between the United States and South Asia, while expanding business opportunities and addressing critical challenges across both regions.

In addition to the core workshop sessions, participants will take part in the YSALI Expo, which will bring together local organisations, US partners, and programme alumni to showcase U.S. businesses, civic initiatives, and entrepreneurial projects. The Expo will serve as a networking hub and opportunity for collaboration between youth leaders and regional stakeholders.

Launched on the sidelines of the UN General Assembly in September 2024, YSALI is the US Department of State’s newest youth initiative. The programme aims to empower young leaders in South Asia by providing them with the tools, resources, and networks needed to build positive regional connections, promote economic development, and bolster their communities. YSALI complements other US State Department economic programmes and underscores the United States’ commitment to fostering regional collaboration and development.

Payment of Compensation to the people who have lost their cultivable lands in implementing the Uma Oya Multipurpose Development Project

Approval has been granted at the Cabinet meeting held on 27-06-2012 to provide cultivable agricultural lands from the lower Uma Oya valley to 276 farming families in Hali-Ela, Walimada, and Uva Paranagama Divisional Secretariat Divisions who have lost their cultivable lands due to the acquisition of lands for the
Uma Oya Multipurpose Development Project.

However, the aforementioned proposal could not be implemented due to the encroachment of a large portion of the identified lands by unauthorized persons, heavy forest cover, the threats posed by wild elephants, remoteness from their original settlements, and difficulties in adapting to other environmental conditions and social anomalies.

Accordingly, the Cabinet of Ministers has approved the resolution furnished by the Minister of Agriculture, Livestock, Land, and Irrigation to pay an estimated compensation of Rs. 12 lakhs for each of these 276 farming families, based on the
recommendations submitted by the Cabinet Sub-Committee appointed to provide solutions for the issues arising in the implementation of the Uma Oya Multipurpose Development Project.

Draft Bill of the Chartered Institute of Media Professionals of Sri Lanka to be Gazzated

Policy approval was granted at the Cabinet meeting held on 07.04.2025 to prepare a draft bill to establish the Chartered Institute of Media Professionals of Sri Lanka in order to accomplish the requirement of a training institution to carry out studies in order to create chartered media professionals and mould intelligent media personalities with skills in order to enhance the quality and standard of the media society.

Clearance of the Attorney General has been received for the final draft prepared by the Legal Draftsman for the purpose.

Accordingly, the Cabinet of Ministers granted approval to the resolution furnished by the Minister of Health and Mass Media to publish the draft bill of Chartered Institute of Media Professionals of Sri Lanka in the Government Gazette Notification and thereafter submit the same for the concurrence of the House.

Telecommunication Levy Act No. 21 of 2011 to be amended

The Telecommunication Levy Act No. 21 of 2011 has enabled provisions to impose telecommunication levy. The budget 2026 has proposed to introduce amendments for the act including changes imposed from time to time regarding the telecommunication levy.

Accordingly, the Legal Draftsman has formulated a draft bill for
amending the Telecommunication Levy Act No. 21 of 2011 including provisions to extend applicable to envisage all the tax amounts applicable from the year 2015 along with the telecommunication levy existing at present, applicable of taxes on unrecovered revenue (bad debts) and to extend the provisions of that act to cater the telecommunication suppliers.

The Cabinet of Ministers approved the resolution furnished by the  President in his capacity as the Minister of Finance, Planning and Economic Development to publish the said draft bill in the Government Gazette Notification and subsequently to submit the same for the concurrence of the House.
