GMOA threatens countrywide strike on Monday over drug shortage, etc.

The Government Medical Officers’ Association (GMOA) has warned that hospitals across the country are at risk of closing down due to an acute shortage of doctors, the Health Ministry’s failure to manage transfers and placements, and its inability to resolve the ongoing drug shortage.

GMOA Secretary Dr. Prabath Sugathadasa said that despite assurances given during a recent discussion with Health Minister Dr. Nalinda Jayatissa to provide practical solutions to these issues, no meaningful progress had been made, which raises serious concerns.

Dr. Sugathadasa said that the shortage of essential medicines in all government hospitals countrywide had adversely impacted the healthcare system. Particularly affected were patients suffering from serious and chronic illnesses such as cancer and heart diseases, with long-term and life-saving medications now in dangerously short supply at state hospitals, he said..

The GMOA highlighted several urgent demands: the immediate cancellation of the post-intern appointment list, rectification of irregular removals from the annual transfer list, resolution of issues regarding transfers to difficult service areas, and effective management of the drug shortage caused by the Health Ministry’s inefficiency, so that patients are not forced to buy medicines from outside.

If these problems were not addressed, the GMOA would launch a countrywide strike on 11 August at 8.00 a.m., Dr. Sugathadasa warned.

Draft Bill of the Chartered Institute of Media Professionals of Sri Lanka to be Gazzated

Policy approval was granted at the Cabinet meeting held on 07.04.2025 to prepare a draft bill to establish the Chartered Institute of Media Professionals of Sri Lanka in order to accomplish the requirement of a training institution to carry out studies in order to create chartered media professionals and mould intelligent media personalities with skills in order to enhance the quality and standard of the media society.

Clearance of the Attorney General has been received for the final draft prepared by the Legal Draftsman for the purpose.

Accordingly, the Cabinet of Ministers granted approval to the resolution furnished by the Minister of Health and Mass Media to publish the draft bill of Chartered Institute of Media Professionals of Sri Lanka in the Government Gazette Notification and thereafter submit the same for the concurrence of the House.

Telecommunication Levy Act No. 21 of 2011 to be amended

The Telecommunication Levy Act No. 21 of 2011 has enabled provisions to impose telecommunication levy. The budget 2026 has proposed to introduce amendments for the act including changes imposed from time to time regarding the telecommunication levy.

Accordingly, the Legal Draftsman has formulated a draft bill for
amending the Telecommunication Levy Act No. 21 of 2011 including provisions to extend applicable to envisage all the tax amounts applicable from the year 2015 along with the telecommunication levy existing at present, applicable of taxes on unrecovered revenue (bad debts) and to extend the provisions of that act to cater the telecommunication suppliers.

The Cabinet of Ministers approved the resolution furnished by the  President in his capacity as the Minister of Finance, Planning and Economic Development to publish the said draft bill in the Government Gazette Notification and subsequently to submit the same for the concurrence of the House.

In accordance with the guidance of the Most Venerable Mahanayake Theros and the All Ceylon Shasanarakshaka Mandalaya, it has been identified as appropriate to conduct the State Vesak Festival for the year 2026 (Buddhist Era 2570) at the historic Medillawala Purana Viharaya in Thihagoda, Matara District, with the collaboration of the Ministry of Buddhasasana, Religious and Cultural Affairs, the Ministry of Public Administration, Provincial Councils and Local Government, and the Department of Buddhist Affairs.

It has been decided to conduct this year’s State Vesak Festival under the theme “Abhiththaretha Kalyane” (“Let us
hasten towards the common good”). Accordingly, the Cabinet of Ministers has approved the joint resolution furnished by the Hon. Minister of Public Administration, Provincial Councils and Local Government and the. Minister of Buddhasasana, Religious and Cultural Affairs to: conduct the National Vesak Festival
centering the Medillawala Purana Viharaya in Thihagoda, Matara District; to declare the period from 27 May to 02 June 2026 as Vesak Week; and organize and implement various Buddhist religious programmes across the island during that period.
