SJB, SLPP compelled to name females to Elpitiya PS
by PRIYAN DE SILVA
Commissioner General of Elections Saman Sri Ratnayake told The Island that the EC had requested the Samagi Jana Balawegaya (SJB), which won two wards and four seats under the proportional representation system in the recent Elpitiya local authorities election, to nominate three female councillors, and the Sri Lanka Podujana Peramuna (SLPP), which won three seats under the proportional representation system, to nominate two female councillors to the Elpitiya PS.
Under the Local Authorities Election (Amendment) Act No 1 of 2016 and No 16 of 2017, it is imperative that at least 25% of the council members are women.
Accordingly seven (07) of the 28-member Elpitiya PS have to be women. As two of the 15 candidates, who contested the election on the NPP ticket and won their wards are women, the SJB and SLPP were compelled to nominate females named in their preferential lists to the council.
The Executive Director of the Institute of Democratic Reforms and Electoral Studies, Manjula Gajanayake, said that under the Mixed Member Proportional (MMP) system applicable, it was the runners-up that have to fulfil the women’s quota in the council at all times.
